The only time I use LOL is when I do laugh out loud. I have some pretty funny friends on the net.

Yes, it's over used. But then so are the rest of them, mainly because people are lazy and don't want to type the words if they can get by with a few letters. I'll use a couple from your own question: ppl & no1. Would it have hurt to type them out? No, but it would have taken more time, not to mention grammer and punctuation. People are on here to relax, not take an English test or go for origionality awards.
If you get sick of seeing something, then try some of these (although many have long been forgotten since we started using them so not everybody will know what you are typing)

serious answer, its slang, its no different then ppl(gods i hate that one), the primary reason is its accepted ways of typing on the internet in chat.
the HA ha frankly is used more for condensention or sarcasm then lol, or rofl, and yes people do laugh out loud, just depends on the conversation. and why not use emoticons in stead if you find it so offensive.
and let people you chat with know you find it annoying and ask them to not use those terms, if you're in a chat room, sorry majority rule.
best answer i can give you use proper diction and typing patterns, refrain from using abbreviations and type with purpose.
lead by example, and don't get frustrated if people you converse with don't follow,
you can lead a horse to water but not make it drink

To you it could be boring but what I know is people use these chat language to avoid spelling mistakes. Most of them do not have confidence and some use that just for fun.
Can a person who use such language could work in an office?
I am sure your question is in right category.

No more annoying than using PPL instead of actually spelling out the word PEOPLE.
Everyone wants to abbreviate everything including their lives.
I'm actually surprised people can even spell and write anymore.
I don't know.....try doing this yourself.
Maybe you could start a trend.

Rofl, lol, etc., are easier to use because there are no spaces between the words, such as in ha ha, he he.

I NEVER use "lol." Like you said, it is totally over-used. I always say, "hahah," or if something was really really funny and I actually did laugh, i say, "oh man that was funny!" or something like that.
