Strictly on wins MAYBE Padilla will do better, but in most scoring systems Francis is the better option. Simply he's a better pitcher than Padilla. Higher K totals, better ERA & WHIP. NEither pitches his home starts in a great park, but balls don't fly out of Coors like they used to. Another factor favoring Francis is that he pitches in the National League. NL pitchers get to face the opposing pitcher. With a few exceptions, they can't hit. That's more outs and Strikeouts and less damaging to the ERA.

You might be better of with Padilla for wins the rest of this year, especially with the Rangers' addition of Carlos Lee. That's some lineup.
