If I were you, go with surgery. I know it sounds difficult, but it will be worth it for the rest of your life. Save your money and do it!

It sounds like your phimosis is getting in the way but isn't too severe. With your foreskin over the head, you can gently stretch the opening of the foreskin as far as it'll go without pain. After a few weeks it should be large enough. There are creams that'll help, but ask your doctor about those.
Unless your foreskin is giving you pain or you really don't want it, you probably won't need surgery of any kind. I'd be wary of any doctor that tells you circumcision is the only option.

A dorsal slit imay work as well as circumcision.
