Although it is true that personal experience is the best teacher, the sentence is flawed in that it assumes that man cannot comprehend written words. For example, if you read a book on growing green beans, you do not actually have to grow some to "know" how to do it. It is not always necessary to experience first hand every life experience. You can't anyway. Rhetorically did you need to be in the twin towers on 9/11 to feel the loss of those killed?!?! Were you sad just the same without being right there on the street in New York?
Organizational behavior teaches many different styles of management and the theory behind. If you know the characteristics of a Machavellian (?) type management style, and you work for someone who is, you can avoid some non-compatible jobs and move on. You will be much further ahead knowing about the different management styles and types of managers. It will give you a better understanding for why your boss acts that way....

I assume by organizational behavior you are referring to the informal aspect of it called corporate culture. It is true this can only be learned while on the job.

However it is also an art. Corporate culture can be quite subtle and you can miss aspects of it through the hustle and bustle of the workday. Some people can work at a company for years and never seem to quite "fit". It is necessary to learn the corporate culture if you seek advancement.
