Not for buying, you only pay for the item bought and shipping, but there is a selling fee.

Ebay only charges you money if you sell items. Buying you use pay pal ,money orders or other credit cards. Not the one you use to sign up with EBay. Unless of course you use the same card to do both things.

Yeah if you are a seller and let them. Yeah if you have a pay pal account and have a dispute with someone. Yeah if you are a buyier and default on checking. You have to ask on that little ask section on the upper right and talk to them. Ebay has all kinds of costs. They usually tell you what they are. Sellers get the most fees.
