Like if a backpack says the dimensions are 14.5"x8"x7"x9", which is the length, width, height of bag, and depth?

And what about tote bags are they the same?

I have never seen four dimensions listed on a size listing for a bag, unless it has a serious taper on it, and then it usually is listed as 14 inches tapering up to 6, or something similar.

The general rule for totebags, purses, etc, is Width x Height x Depth. Sometimes the width and height numbers are reversed, but the measurements themselves usually say something like 14W x 10H x 2D, so the letter after the number tells you which measurement it is referring to.

Width is how wide it is from side to side on the base.
Height is how tall it is from bottom to top.
Depth is how wide it is from front to back.

On bags that aren't perfectly square, meaning they aren't the exact shape of a rectangle, there is usually something telling you if the width is measured at the base, or at the top.

The other measurement you might see is called Drop, and it is for bags, like tote bags, that have shoulder straps. Basically, drop is one-half of the strap length, and measures the space from the top of the bag to where the bag would sit on top of your shoulder. A bag with a 27 inch drop will have straps that are roughly 54 inches long, and will hang down 27 inches from the top of your shoulder. A bag with a 9 inch drop will have straps which are about 18 inches long, and will be up much closer to your underarm.

Hope that helps a little bit.

If you don't have a tape measure on hand, you can use an internet ruler such as http://GetRuler.com It turns your tablet or cellphone into a ruler.
