Since you're so young, you probably don't need a whole lot. You could probably use a little cover stick in case of the occasional blemish, but I'd avoid a full face of foundation. It is likely that you'll start relying on it, and it might even make your face more acne-prone. Avon carries a cute line a makeup for teens called "Mark." What's cool about them is that if you don't like a particular product once you try it (whether it be the wrong shade, a weird feel, or you just don't like the looks), you can usually contact your representative and they'll return it and get your money back or give you credit.
For your age, I'd recommend shades of neutrals. If you use eyeshadow, stick with browns and light pink fleshy tones. And don't go nutso with eyeliner. It can be cute, but not when you look like a raccoon. Use a simple, glossy lipcolor. I like to put a base of Chapstick, then apply a lipgloss. Again, neutrals or light pink.
The goal is kind of ironic: "Wear makeup so it looks like you aren't wearing it."

When I was your age my mom taught me that it's not so much the makeup but the skin underneath. She was a skincare freak--- masques, cleansing cremes, all that.
Now I've grown up (hello!), I've streamlined the skincare bit and my skin is near flawless. Cleanse with eye makeup remover and lotion (body lotion works fine), wash face, use an astrigent or toner with a cotton ball, moisturize and sunscreen. For zits, leave off the moisturizer and dab with a q-tip and rubbing alcohol.
Do all those things and your skin will be clear. With clear skin you can wear ANY makeup.
Chanel costs $$$$$. Why? Believe it or not, they use the same exact ingredients all makeup companies use BUT they grind the ingredients finer and have fancier packaging, advertising and limit where their products can be sold. Same with Clinique, MAC, Estee Lauder, Shiseido, etc.
If you want to try regular brands, try L'Oreal and Max Factor to start. Cover Girl is okay, Maybelline is not as good as CG. Max Factor makes a really good foundation, L'Oreal has great mascara and eyeliner. CG's good for pressed powder. Even cheap .99 Wet n Wild has pretty good eye pencils and lipstick.
Experiment and have fun!

Well, for eyeliner i would use covergirl outlast smoothwear. I use that and its fantastic. For foundation use covergirl loose powder. If i was you i would stick with covergirl cosmetics. They work very well and are not expensive. You can usually get foundation in light/fair tones in the covergirl line of cosmetics. Good luck ;)
