I think the individual asking the question is implying that if you make the offer sweet enough, he will be found... And, he may, intuitively be correct, that $25 billion is a whole lot less than what we will be spending on the war and reconstruction in the affected areas...
What I think you are missing is that Osama bin Laden is more than just a person... To the believe that believe in his cause, bin Laden in is a way of life. If you get rid of him, there will be 100's vying to take his place and be the next martyr to bring death/bloodshed to 'infidel Americans'. To this end, simply eliminating the individual will not rectify the situation...

My theory on Bin Laden? The day of 9/11 when George Bush flew out the Bin Laden family from the United States to safety, security, and seclusion, he also hid Osama. The Bin Ladens have been long-time "business" associates of Daddy Bush and George W. This president has probably known where this guy is all along. His family sure knew where he was......couldn't George have just asked them?

Do you really think someone is out there saying..."Gee 25 million...hmm...I don't think so...but 25 Billion! NOW I'm going to turn him in!". Wouldn't 25 million do it for most people?

Bin Laden and Al zarwaheri are both cowards in hideing. They send women and men to do there dirty work because they are to afraid to do what they demand others do.. die for allah........ They are such jokes.
