It probably comes from olden days when people didn't have cold compresses and when "men were men" and used raw meat on their faces after a fight. I always use raw meat after every fight. It keeps me feeling manly about getting hurt, brings the swelling down and I can eat the meat later just the way it is...raw...just what a man needs.

That was a trend started back when refridgerators were kept cold with only big blocks of ice delivered to them...the ice was extremely important to keep the items in fridge cold...the meat was used then as a bag of ice is now. They couldnt spare the ice for a black eye but could use cold meat...and cook it or return to fridge.

Raw meat is to cool the eye off and to cut the blood flow under the eye. Ice packs work just as well.

there's nothing in the meat itself that helps - it's the cold (as the meat is refrigerated) that helps the swelling go down...it's basically a subsitute for an ice-pack if you don't have one.

the coldness keeps the swelling down and steak being meat is a solid block of ice in the freezer. it'll take longer to thaw and you can keep it on the eye longer. it really does work and much better than a washcloth with ice in it, trust me i've used it on myself.

its not so much the meat as it is the cold. you can use a bag of frozne veggies to do the trick as well. it reduces the swelling and the pain.
