100 is the whole percentage or 100% is all that can be.
any part of one hundred percent is that number to the number is the percentage of one hundred.

10 is 10% of 100
70 is 70% of 100
23 is 23% of 100

100 is the foundation of all percentages.

30% represents the fractoin 30/100 so 30% of 100 is 30. % reprisents the /100 part, so any percent is just that number out of 100. Another way to look at it is to multipy 3/10 and 100 together, or .3 and 100 together, no matter what you get the same answer. Grab a calculater, punch in a few numbers...

30, just use your brain

there are 100 parts out of 100 (1, 2, 3, .....99, 100)

30 percent of that would be 30....1 percent would be 1 (1 percent times 100 =100 percent, or 100 in this case)

30 percent of 200 would be 60 (because you're working with twice as much here)

you could also look at this as 30%=3/10

100 times 3/10 = 30

"of" means multiplication in math. You convert the percent to a decimal by moving the decimal point in 30 from behind the zero to in front of the 3 so you have 0.30 times 100. You do the math and you should get the same answer I do which is 30.
