Sounds like the drivers are not installed. Try this, just found this out last night!
Start--All Programs--- Accessories--System Tools--- System In formation---top left corner, Click Tools---Click Direct X Diagnostic Tool. Check it out, it'll even tell you if your drivers are WHQL certified. Even help you obtain drivers I believe. Try it!!

Go to control panel select power option see if stand by is available to select if not has you computer giving you a message computer stop responding in stand bye go to video cards oem web site see if any hing pertains to this what does your BIOS tell you about stand by what does it do when you hit the off button do you have to hold it down for 4 seconds does it STR

Your new video card may not support stand by or the drivers for it may not support it. Try going to the manufacturers web site for updated drivers. In addition you may try download drivers for your monitor because that sometimes is part of the problem.
