How is it decided how many regions and districts there should be?

Since 2004, districts in Slovakia have had no self-governing authority. Instead, they are simply admiinstrative districts mainly used as statistical units. It is inferior to a Region and superior to a municipality.

If a region is roughly equivalent to a state, a district would be roughly equivalent to a county.
