It doesn't exist, I'm afraid. Each individual medium is measured in such different ways (e.g. GRPs/impacts/impressions) that there is currently no way to directly compare them.
Your best bet would be to approach one of the major players in each medium, e.g. Yahoo! for online etc, for approximate costs, and compare the costs for the exact purpose you're looking at across all media.

You really would not be able to find such a listing. Every outlet (each station, each newpaper, each website, each magazine, etc) will have its own base rate card, but then would vary these rates based on spending, timing, placement, etc.
