I live in Fresno California.
First of all, where can I find an official document on our city's noise ordinance?

Anyway, our neighbor has been building a pool and jackhammering all hours of the day and we got so sick of it because we need to go to sleep at night that a month or so ago we started putting the radio on in our backyard to muffle the jackhammering. We put the spanish channel on. Our neighbors had the nerve to call the cops on us even though it wasn't as loud as their jackhammering. They said it was racist because his workers were mexican. Is this bullsh it or what?

There is no law probihiting Spanish songs to be played in public. However, if the playing affects public order or peace of the community, then it is already a violation of the rights of others. In this, case you are not violating any law but only to get rid of the noise of the jackhammer.

I think it is bullshit. Music is music and it doesn't matter what language it is in, and noise is noise; if they can jackhammer all hours I'd think you could play music all hours. Go to city hall.

Call the clerk of the court and ask who can find out the noise ordinance for you.

Well thier is not law saying that you can not play Spanish Music and you can call your police department and tell them you dont have an emergancy and ask how loud it can be. I called and in Kansas you can not have your music playing where you can hear it up to 100 feet away.
