Yeah just a 49cc dude no bikes and don't even look at pocket bikes or small track bikes they aren't street legal and are dangerous to ride in traffic due to their tiny size.

Depends on your state. I would check with your local DMV. California, for example, is pretty strict. You can't ride any motor driven cycle without at least an M2. A scooter, even if 49cc, requires a M1 now. GoPeds require that you have a C license.

In Ca. so I presume all U.S. states you need at least a permit( witten test) to ride a MOTORCYCLE. Scooters mopeds ,etc are a different story. I have seen some scooters with 250cc motors and I believe may even be freeway legal

If you are in the UK, you'll need to pass Compulsory Basic Training (CBT), once that's done you can ride anything up to a 125cc but you must display learner plates. Unless it's a 50cc in which case bizarrely you can carry passengers.

Check with your DMV. In NH, an Operator's liscence will let you ride a moped (gotta have pedals)
Must have Motorcycle endorsment (or MC only) on liscence.

As long as you have the motorcycle endorsement on your license, you can operate any motorcycle legal for street use.
