Since you're probably a kid, I'll answer. Its likely because they are not fully grown yet, but they are sexually mature. They may have not trimmed yet either. Also, I'm certain that this is a generlization you've made, and is likely not true all the time.

Because they don't know how to dress; they are in that stage where they start experimenting with clothes and style, and are so naive and wear some clothes that just don't suit, but they think it's cute because people would rather laugh at them, then help them out.

because as girls get older they get a better sense of self - meaning they find out that too tight of pants can look really bad and trashy.
