ok u have 2 thing u can do:
A) Restart computer in safe mode (hold F8 before windows loads choose safe mode)then try to delete it
B)Press ctrl+alt+delete and check up process in task manager if u find it in process select End Process and then try to delete.

[if it had something to do with another program umilstall the other program then reinstall after u erase it]

(Note: If it kep on coming back then it would be a virus that u must delete)

Go to control panel "add/remove programs" and try to remove it from there. Is it something you installed or did it just appear?

If it appeared then: you could try this in case it's a virus:

Run the tool and then download the free spyware and virus protection programs:

Malicious virus removal tool:

Ad-Aware Free download:

AVG Download free

Good Luck

Press Ctrl+Alt+Delete and end that program. Then go Start-Control Panel-Add/Remove Programs and select it off the list and remove it. If it still says it is in use, press Ctrl-Alt-Delete and keep turning off programs untill that programs turns it off.

Start your computer in safe mode (f8 I think), this will stop any programs loading except windows, and delete intcodec.

Try restarting your computer and then uninstall it.
When I uninstall stuff and it gives me that message, I restart my computer and I manage to uninstall it.
