Simple. The female breast has been considered a sex object in western culture for a long, long, time because it has always been covered and obscured. In the middle ages, it was similarly obscene for a woman to reveal her hair!
It has been theorized that any part of the body can become obscene simply by keeping it "secret" for example. For example, the bottom. Sure, it's close to the genitals, but so is the belly-button, and it really has quite a small number of nerve endings. The bottom is only sexual because people are conditioned to believe that it is; with enough conditioning a person could begin to feel he same way about an elbow, or a knee.
On the bright side, in some municipalities in my country, it is now legal for women to be topless in public.

Because men have come to view the womans nipple and boob as a sex thing only. In some cultures men don't even think of the boob as sexy or related to sex so the women walk around without anything covering their breasts. Those men believe the nipple is what feeds their baby and that's it. People think that if women walk around without a top on that it would corrupt young male minds and probably a long list of other stuff. Women that have kids and are boys need to discuss with them the true function of a females boob and nipple. I think it might change the way the boob is over fantasized and will fall away from only being a sexual thing to men.

I used to think that when I was a kid...when I was like 7, I griped to my folks about it...they said. 'so don't wear a shirt'...so I took my shirt off and stepped outside. I instantly became self-conscience and realized there's a reason why girls don't go around topless...I didn't understand the reason...but I knew there was one.
Although a man's nipple can be erotic...a woman's breast is something much more. It's about privacy and common decency befitting of society...there are very few societies that find it acceptable for women to go around topless. There is definately a sexual connation about a woman's breast...but it is also something more.
A woman's breast is for feeding their child. This is a very intimate and private act...I'm not saying women should be required to 'hide' while breast feeding...what I mean by private is...it's a special bonding time between mother and child and benefits them both if they are able to do it in a calm, quiet atmosphere (I would imagine...I don't know because I don't have any kids). My friends will only breast feed around people they are very close to. It's a very intimate thing.
Anyway, that's what I think...but it does suck...it would be nice just to go topless (I do it at home all the time) and feel the cool breeze on our breasts and not have them 'strapped' into a bra when we enter the water. Oh well...go to a nude beach!

How could any portion of a human's body be obscene? Only because someone sometime declared it to be so. It is an outdated ridiculous concept passed down primarily by religious organizations of many different persuasions. What could possibly be more natural than the means to sustain new life. Mouths serve similar function but are not considered obscene (except in a few cultures). It all boils down to the fact that we live in a very sexist society.

Because maybe boys' and men's nipples are not considered erotic by as many women and women don't act sexually aggressive toward them. Yes it maybe unfair now but some towns are making laws that men can no longer go topless. It was in the news last week or this week.

The double standard is pretty silly. Though as a man I do have to wonder, if the female chest was treated the same as the male chest would it be nearly as exciting? I think not, and I must admit I would probably miss the allure of the hidden.

I agree completely.
In some places, women walk around topless and its no big deal. Traditional Africa, I am thinking.
Westerners are so supressed and messed up about sex, that Janet's little nipple actually is treated as a news story. It's incredible. So deeply, unbelievably silly. But... what can you do...hang out at a nude beach I guess.

Because we as men haven't actually figured out why we have them as yet. As soon as we do we'll have to cover them up too probably. Or maybe its because if you didn't cover them, kids would always be wanting to start nursing again. And we all know you shouldn't start doing that at least until the teenage years. Once you start you can't quit as easilly as when your an infant. I gave up trying to quit a long time ago.

It's not inherently more obscene. It's just more EROTICIZED. Meaning, the legislated hiding of it, makes it "forbidden fruit" and thus more desirable.
If women had been forced by society to cover their elbows at all times, elbows would have been the forbidden fruit.
I guess it's the sanctity (heh good word) of motherhood being protected.

well God made that part of a Women sacred 2 him.So those here in America is just our law.If we didnt have so many Rapist child molesters who watch hardcore Porn that exploites the ideas that accelarate 2 the higher levels of harm done 2 innocent victims.Then the world would be safe to walk in confort of nudity.But we know we cant here.Thats why a womens breast should stay covered. Its not 4 every body.
