Are you trying to provide a box (or some shape around clip art?

Click View, Toolbars, Drawing. From here you create various shapes. You can resize the shape and then drag the shape over the clip art object--but it will obscure it. Right-click on the shape and point to 'Order'. Then click 'Send to back.'
