In addition to blogs, you might also try fanfiction.net, if your work is one of fanfiction, or posting it on your personal website.
If you don't have a personal website, you can set one up at places like angelfire.com, etc.
As to whether or not people read your works...that's more a question of advertising and connections. If you want a book publisher to read your works, you'd do well to submit manuscripts directly to the companies, as it's unlikely they'll see your work in the vast miasma that is the Internet.

There are still plenty of free homepage and blog hosting sites out there. I manage to get maybe 50 people a day stopping by to read my blog - not exactly a fanatical following, but it does get readers.
On the other hand, you may get more readers if you submit to some sort of e-zine that has editors that screen for the best writing and are picky about what they put up. Sites known to have good content attract the most readers. If you're writing fiction, search for your genre and see what sites pop up.

Of course! Fanfiction.net or fictionpress (I think that's what it's called) are two of the biggest- the first is only for fan fiction, obviously. It's absolutely huge but recently has lost a lot of appeal for most people due to some bizarre administrative stuff.
My favorite site is deviantart- yeah, it's mostly for actual "art", but you can also submit poetry or reasonably short prose and get some really good feedback.
As for the "people" vs. "freaks without lives"... you're asking a group of people who answer anonymous questions on the internet. I don't think you're going to get a straight answer for that one.

Open up your own blog, or online journal. Most of them are free, like livejournal.com
Another big hit, is buying your own webspace from Yahoo!, and creating a webcomic, or your own online storyboard or book.
(people are less likely to steal your ideal)
It's pretty inexpensive, it could be as litle as 10 dollars a month, for more space than you would ever use, plus theres great tools you can use, if you dont know HTML.
Also if you google or yahoo search 'fanfiction' or 'fantasy fiction', or whatever genre you are writing for, and include "writer's corner or blog" there are often alot of online communities that share openly their own writings.
Maybe you and your friends can pitch in some money to open a website, the more people who pitch in the more likely other people will go to the website.
