Those are only given for logistics staff, security and performers.
Some times, press. This pass is hard to get for security reasons.

It depends. Some radio stations give them out to contest winners, some artists reserve them for friends, family, or fan club members only. (In other words, don't even TRY to get passes for Aerosmith in Boston or Bon Jovi in New Jersey or anything like that because it's close to impossible.) Sometimes the venue has some for their elite sponsors or members. If you can, try getting a job as "local crew". You'll have to work a bit, but you should get passes out of that. If it's a small venue like a club, many bands hang out after the show to meet anyone who sticks around.

Whatever you do - DO NOT UNDER ANY CIRCUMSTANCES offer any "favors" to anyone wearing a backstage pass. Don't ask security if they can get you backstage. Most will say they can, but few actually can. And most of them are WAY sleazy and take advantage of girls in a pervy way, and the girl gets nothing. I can't tell you how many times I saw that happen.

Be aware of this though - some artists have very tight travel schedules or other demands on them, and don't do much of a meet and greet or aftershow party. Some of them are recovering addicts, and don't do them for the fear of temptation. (You'd be surprised what people offer "rockstars" to party with - even if the fan KNOWS they're in recovery.)

Good luck. And don't degrade yourself - no musician is worth it.
