well first of all, the nba has a rule that the end of players shorts must go no lower than one inch above the knee. The players are used to wearing their pants like that. its not a style thing. they would feel uncomfortable in shorter shorts, and thus that would resrtict them more.

It depends on how low the shorts are going. To some extent they do restrict movement, but not enough to be bad.

well if the shorts are too long and baggy they might get in the way of your crossover, but overall they don't obstruct

No, why would they? The legs on the shorts are wide.
