A lot of ISP's give out free website space with their dial-up account, so you can use it to get a web prescence. You may thin kthat 10MB is useless, but a new start business ussually finds this perfect.
Then just shop around for domain sellers, I prefer 1and1.co.uk as they are specialists in businesses.

First check with your dial up company (especially if its local). You're very unlikely to get a decent amount of space gratis. However, you can often get a "nice" space for minimal amounts especially if you're giving someone your dial up and Domain.
