your Throttle Postion Sensor (also known as the TPS)needs changing.

this is a common thing for the Rams and Dakotas, what happens is the TPS is giving a bad reading and the Torque Convertor is locking and unlocking, thus the jump of about 400rpms (plus or minus).

its like a $25-$30 part at the dealer.

One of two things most likely.....1st, the EGR valve may be bad. Remove the vaccum line going to it and put a screw in this vaccum line. While doing this, check all of the vaccum lines for leaks. Good luck.

check and see if your air conditioning is on and if the compressor clutch is making noise the engine rpm will chang as the compressor clutch cycles but it shouldnt be too noticable if its not that then have your o2 sensors and your iac checked
