Definitely Wilson, and pretty much all the Republican presidents until Nixon. Roosevelt and Truman started taking a few steps to end segregation, Eisenhower tried to avoid the issue, and Kennedy was forced to deal with it. And it was Lyndon Johnson who really should get the credit for finally ending segregation to the extent it has been ended. (obviously many neighborhoods are still segregated, but legal segregation ended with the 1964 Civil Rights Act and the 1965 Voting Rights Act.)

It was mostly a state's right issue and many southern governors openly supported segregation because that's what the white citizens wanted. The federal government stayed out of it so that they could get re-elected until LBJ took the unpopular stance of pushing the civil rights bill through.

I know Woodrow Wilson was a notorious racist. I suspect they probably all supported segregation, up to Franklin Roosevelt, who began the process of breaking it down. So the list of racist presidents would include: McKinley, T. Roosevelt, Taft, Wilson, Harding, Coolidge, and Hoover. But I have NO proof of that, its just how I think it would stack up.

Technically all presidents before John F Kennedy. He put forth the Civil Rights Act, but Johnson got it passed. All presidents before that did not challenge the status quo.

Bill Clinton. If he didn't he would not get any black votes.

If blacks were to achieve and become successful, they would never be a democrat ever again. Because they would learn that it makes no sense, since they are no longer looking for hand outs.

Democrats thrive on the underclass.
