Are u talking about Colombia, the country or District of Columbia, the capital city of the USA????
Im guessing that your are talking about DC, DC is not a state, its a capital of the USA. We all know that DC is surrounded by the states of Virginia (on its western side) and Maryland (on its southeast, northeast, and northwest sides

colombia is a country on it's own and is therefore not among union of the united states. neither is the District of Colombia. which is a district and not a state and wherein it's residents have no voting rights, yet are taxed like any other citizen of the US.

No its not a state.....its a district. It has its own representative in Congress but she cannot vote.
There is a bit of vagueness about the rights of people who were born in and live in D.C. Up until a few years ago, they could not vote in Federal Elections because they didn't have any state rights.
If you interpret the law as it currently is, a person born in D.C. would be ineligible to run for President because they were not born in a state. However, this would likely be amended if someone were to run.
