I have been getting mine at www.guru.com. I believe www.guru.com is a member of Better Business Bureau. They have three levels of membership, free, quarterly, and annually. I have to pay about $288 for the annual membership and I made even about 3 months after signing up. You can try that site too (as long as you don't get my clients). :)

I use CraigsList and personel references. You need a portfolio of sites or at least designs, if you have no active sites to show the clients...
