Take out the ball and clean it including the rods that rolls the mouse and the wheel too. Well if it is an ordinary mouse that is. If that doesn't work, i suggest by an optical mouse next time. If it an optical mouse, pull and put back the USB plug, or try to reboot. If it still doesn't work, move the wire around to get a good movement, there must be some loose connection on there. If the last one worked, buy a new one.

If you are using a mouse with a ball inside, clean it. Remove the ball and clean it with isopropyl alcohol. Clean the well with the same. Make sure it is dry before reassembling. If that does not work, it probably needs to be replaced.

Turn your mouse upside down, now take out that little ball that steers it. now take some nail varnish remover and and put some of that on a ear bud. clean the hole where the ball goes and and the ball itself and the mouse's suface all with nail varnish remover. Don't use too much though. It works wonders

open the bottom (you turn it around) and take out the ball, scrape all the cr*p off the rollers with your fingernail. Use a cottonbud and some alcohol to clean them. Wash the ball in washing up liquid and dry it thoroughly. Put it all back together.

You need to keep the lid on your paste jar to keep the mouse from eating it.

I'd talk to a vetranarian if I were you, don't take it apart, mice have feelings and that would be cruel.
