If your currently installed adobe photoshop has the capability to export picures in the pdf format, then while exporting you can simply change the extension and export it as an PDF file.

Or else you can also install an virtual PDF printer, which will show up in your system as an normal printer, so you can just open your adobe photoshop file, give print command from the file menu, then select your newly installed virtual PDF printer, it will now come up with a save file as option, now you will be able to save your picture as an PDF file.

I am a supervisor for an imaging department and work in photoshop everyday. As a matter a fact I am at work right now waiting on proofs. All you do is save as .pdf. when you do make sure your compression is set for 300 pixel/inch. Then you can open it in adobe acrobat if you want and and resave it as a pdf file. You need the compression set at least 300 or it will be a low res image.
Another way to do it is to drop it into adobe distiller if you have it. Make sure once again that you dpi is set for at least 300.
