She never lifts a finger to clean and she just leaves her dirty dishes wherever she is at because she is too lazy to move a muscle. Her cats destroy everything and stink up the place with their litter. How can someone live like this? Is this a mental illness?

Is your roomate a Saggatarius?
If so, it may never change. Its not a mental disorder lol. Make a chore chart and tell her that it has come to this. You can't live like this. Tell her since you both share a space it has to be bearable for you too. If she still wont change - let her know you'll need to find a new roomate.
