She's the Secretary of State, a position which has the blessing of the President of the USA (one of the most powerful positions on the planet, like it or not). The Secretary of State historically carries great powers to create & manipulate American policy around the world. It would be a mistake to consider such a person "window dressing", no matter what your opinion is of the Secretary or the President.

Although the Secretary of State, Condoleeza Rice, has as much power to affect change as our current government allows (meaning the SoS is often hampered abroad by political decisions at home).
