At the bottom of this page, there's a section called Answers International. Just click on the Spanish flag and you can ask a question there for people in Spain to answer. There are fewer people on that site than on the English versions, but I hope you can still get a good answer. :)

I was under the impression that the www automatically translated to whatever country the person was in, and then had options for other languages. For instance, someone writing an email in, say, Italian, would come through to my email in English. I'd say you'll find out once you're there. Try emailing the American Embassy in Spain. They're probably used to weird questions.
