A roll of duct tape (has a hundred uses!)
A hot pot for heating water for hot cocoa, tea, instant coffee, or dry packaged soup
An electric skillet and a toaster oven - between these two, she can cook almost anything else.
A couple plates, bowls, cups, glasses, setting of table service, paring knife, spatula, tv trays.
Her favorite herbs & spices, salt, pepper, other seasonings. Such groceries as can be easily stored. (CANNED soup, tuna, chicken, fruites & veggies, sauces/gravies, PACKAGED rice, noodles, cookies, crackers, etc.)
One of those things that turns one electric outlet into several...just don't overload it!
If the closet doesn't already have rods on two levels, get one of those short rods that hangs down from the top one to give her extra hanging space!
A basic tool kit with pliers, needle-nose pliers/wire cutters, flat and phillips head screwdrivers in a couple sizes, tape measure, that hammer, a box of assorted screws and nails, level, etc.
Light bulbs for study lamp, bedside lamp, etc.
Permanent markers to put her name on everything she owns!
A basket, bucket, or other means to carry personal hygiene supplies to the bathroom (unless she's lucky enough to be in one of those dorms with private, personal bathrooms for each dorm room ... even then, it might be a good idea to keep her items separate from those of a roommate)
And nowadays, college kids have computers, microwaves, little refrigerators, televisions, fans, etc. that they take for their rooms! What luxury!!

A wrench--helpful for changing the height of dorm beds.
A good box fan--especially if the dorm/apartment is without air conditioning (as my dorm was!)
Sharpie markers--make sure anything that can disappear (read: get stolen) is labeled with her name. I'm serious--towels, even food. College students can be sneaky.
Plastic dishes--cups, paper plates, plastic forks, knives and spoons. I hated doing dishes my freshman year, and would just throw stuff away to avoid doing it. Wal-Mart, or the Dollar Store usually has cheap stuff that can be thrown away.
Quarters for laundry, unless she has an actual washer and dryer.
Hangers--I never had enough!
Flip-flops for the shower, if she's using a community bathroom. Never, ever go in one barefoot.

I remember there never being enough outlets in my dorm room - one of those outlet expanders might be good.
And a plastic basket of some kind to take her shampoo, soap, razor, etc into the shower.

get her a pre paid phone card, even if she has a cell phone. tell her to always keep it with her. you never know when the cell phone will be out of range or when your call might get dropped. with all the things that can happen, give her a life line to home or the nearest police department.

Basic spices. Salt, pepper, garlic powder. Trash bags. And pack the stereo last. You'll need something to listen to while you unpack.
