If you are a fiance or an employer, that will be easy enough. However, US Embassy Moscow does not seem to like giving a lot of B-1/B-2 Visitor visas. Some visas require proving that the person intends to return to Russia after visiting US. That is almost impossible in Russia, so there has to be some other reason to pass that. For students, passing this requirement is relatively easy, although they usually do not have any significant income. The logic is a bit harder than quantum mechanics, so it would be a good idea to consult with a lawyer.

Russian employers often do not follow taxation laws properly, so if a person has a job with high pay, it may be still hard for him to prove that he has a good job or a lot of resources in Russia.

US Embassy Moscow sometimes screws up instead of properly processing visa applications. This usually happens when an unusual or a hard case is processed. So again, it is wise to check with a lawyer. It is also a good idea to read Immigration and Naturalization Act, relevant CFRs, and Foreign Affairs Manual. Some regulations may have very different interpretations.

For men with age between 18 and 27, it is sometimes hard to get a travel passport because because the guy has to gather certificates from the Ministry of Defense. Getting a travel passport may require getting certificates from different parts of Russia, depending on the applicant' biography. Young women may have a problem with getting a non-immigrant visa.

If you have a problem with getting a visa for that person, and you believe that person is eligible, you can contact the Consul General, or overseeing officers. US Embassy Moscow belongs to the Rome district.

A one-way ticket from Russia may cost as little as 295+taxes and as high as 4000 dollars. A non-immigrant visa costs 100 to 200 dollars. An immigrant visa usually costs 380 dollars. In very rare cases, the cost will be up to 1200 dollars. In some very rare cases, there is no fee. Medical screening for an immigrant visa costs additional 80 to 120 dollars. A police certificate for an immigrant visa is free, but requires ordering it one month in advance. Getting an expedited travel passport costs 200 to 1500 dollars and one month to one day. Usual travel passport processing times are one to four months. Delivery of any visa costs about 30 dollars. To prove eligibility for a visa if that is required, an additional fee may be required for the process. Additionally, the embassy may require document translation. In Moscow, usual price for translating one document is 20 to 50 dollars, depending on the type and the speed of service.

In Russia usually they would go to the agency lawyer. There the lawyers will pull the necessary paperwork together. They will get you checked for your physical, immunizations, background checks, and they will help prepare you for your interview with the US Consulate. Whoever is applying for the visa will pay a nonrefundable fee upfront. No one can accompany them into the interview at the US Consulate. After they receive visa then you can concentrate on the plane ticket.

While you would need money, it wouldn't entirely solve the problem. The answer to your question depends on who this someone is, because immigration procedures are different depending on your relationship to the person in question, i.e. various levels of family relation. There is also a provision to bring a foreign fiancee into the country for the purpose of marriage.

If no relation to the person, the only thing they really can do is apply for some kind of nonimmigrant visa (i.e. visitor or student) and hope that they get it. Of course, they'd be restricted to its terms and conditions, and may not be able to work or would have to attend school in the US.

They will need to obtain a passport and Visa and they will have to go through us customs and border control also known as (CBP)
to enter to the us.
