I get pretty bored at work and like to play pool when I'm not busy. Is there anyway I can surf the web with my network admin seeing that I'm on Yahoo Pool? I've heard that its possible but no matter what he can still get the IP address of the site I'm on.

If the Admin has blocked you from loading software or making changes, not much you can do and no telling what they're using to track usage.

Hide the sites you surf can be done using a http tunnel like:

http://www.misterprivacy.com/begin_anony...
or
http://www.securetunnel.com/

This page allows you to surf the web even forbidden sites. Your NetAdmin will only see your connection to misterprivacy, not beyond.

with suggestions out of your definition, no it isn't conceivable the purpose of the IP address is to grant different pcs a fashion to the contact you. to that end without it, you does no longer be able to receive any records. you could now use vpn/proxys to regulate your IP address yet all that does is positioned extra pcs between you and the vacation spot. You IP remains going for use to a minimum of the first pc en route.
