Actually it depends on the breed and maturity. Many are bred at 18 months - so that *at* 2 they'll have their first calf. That's how dairy cattle get a 2 year old lactation.

It is best to wait until they are at least 2 years old before you turn your bull in with them.
They can bred at a younger age, but it isn't as safe for your cow.
Their bodies have not matured enough to be trying to develop a calf, they will take much needed nutrients away from their own bodies to provide for the calf.

Young heifers CAN be bred before they are 2 years old, HOWEVER it is bad agricultural practice to DO so because they, themselves are NOT developed physically.

Cattle should only be bred after the age of 2 years or very close to that.
