All things being equal, the tiger beetle is the fastest. When it spots its prey the beetle has to acurately guess the distance before starting to run because its speed actually causes the beetle to go temporarily blind while running. The majority of household roachs run at a speed equivalent to 300 mph, but its still not as fast as the tiger beetle.

It's the peregrine falcon which has been
clocked at up to 200 mph.
