It is the responsibility of your landlord to take care of things like this before you move in. If you are allergic to cats, it's considered an unlivable condition, and they need to fix it ASAP.
There could also be health issues. You may want to address your problem with the heath department. Smells are usually caused by bacteria, which cannot be good for you.

Why did you move in ? I am having a hard time with this . Have you expressed anything to your landlord about the condition of the allergies and cat urine ? No one can even walk into a room where a male cat has sprayed and not know it is there . The landlord should have been told to take care of it before you moved in .

Ewwww! Poor you. Well, if the super won't help, here's some tips to help yourself. The first link is a bunch of tips for getting the smell out of hardwood floors, the second is for carpets. Hope some of them help you out. Good luck. Febreze and washing the walls down should also help, but I doubt the super will do that, either! Sorry.

I agree w/ the person that said to get your apts to do it. check out your lease. should be some kind of stipulation listed that says something like if they don't fix it after two requests you can break the lease contract w/o penalty. if you try to fix it, you'll only regret it later. put your foot down. it is not your responsibility to clean the apt before you move in. what if you had allergies to cats and it caused a health problem? it is your responsiblity to maintain the property, obviously the people before you did not and that is not your fault...you should not have to pay for it. if you put it in writing, the apts can't refuse or you can definitely sue and they know that. if they don't fix it for you, sue them!!!

If your landlord doesnt have your place cleaned or have the carpet replaced, get some enzyme breakdown stuff. I had a similar problem in our 5th wheel when the black tank backed up and sprung a small leak in the storage compartment. I went to the Kmart in Tahoe and got this stuff, It worked perfectly:

They sell special deodorizers for the urine smell at pet stores, or baking soda someone else mentioned does neutralize the odor, carpet fresh works good too!

Call your landlord and have them clean the carpets. It should have been done before you moved in. If that doesn't work, Listerine works wonders! Can't help the allergy, but owning five cats of my own, trust me, it works. Any generic Listerine-type anticeptic mouthwash will work as well.

Try baking soda, sprinkle it everywhere on the floor and let it set for a while, and then vacuum or sweep it up...and candles with fragrances help wonders too!!
