I have been to the Royale Casino and wore nice jeans. It was a week night and it was very slow. I heard prior to going that they had a dress code and I got the impression that they would have preferred at least smart casual.

My limited experience in European Casinos is that the table games (mainly craps) are not as good as they do not typically give odds like in the US. The casino itself is nice and is worth going just for the experience of going.

Yes, I have been there in may, and to play at the tables doesn't require a tux, only if you want to play at some of the tables. However, a minimal dress code is in efect, you cannot go in shorts, a casual outfit will do.
Have fun

Only if you're an international "double-ought" spy.
