well, that depends. you can only do those things when it's plugged into the computer and you do that through itunes, so if you're trying to do it without it like that, that's why.
and if it is plugged into the computer and you're doing it through itunes, my guess is that you probably have all the memory taken up so you can't add more or if you can't delete are you right clicking on the song and pressing clear?

When you select your iPod icon, is everything "greyed out?" Does it show a little lock next to the "GB" at the bottom of the screen?
If it does, then it is set to automatically update songs. (If you have exceeded your memory allocation, then it won't add any more songs.)
All you need to do is select the little iPod icon from the bottom left of the iTunes screen. This takes you to the iPod preferences screen. From here, select "Manually Update Songs" and that should do it.
You should be able to delete and add songs to your iPod to your hearts content now.
