dwarf rabbits are small always, that is why they are called dwarfs. The grow when they are babies and are about full grown at 6-8 months old.

A true dwarf rabbit will weigh between 2 and 4 pounds when it is full grown. It will have a head that is fairly large in proportion to its body, a slightly squished looking face, and ears about 2 inches long.
Many of the 'dwarf' rabbits sold in pet stores are just dwarf crosses and may grow larger than this.
All rabbits should have an unlimited supply of rabbit pellets, timothy hay and some fresh veggies like carrots, dark green leafy vegetables, and some fresh fruit like an apple slice. They also require clean bedding every day or second day, something to gnaw on like a fruit tree branch or a willow branch, and toys. Rabbits love to play with cardboard boxes and tubes, Kong dog toys, milk bone dog biscuits, and wooden children's blocks. They must have at least one hour per day out of their cage to exercise.
