I think you mean halfway house. It's a drug rehab or sex offender center where drug users or sex offenders, or even convicted felons let out on day parole, are allowed to move more freely than in a prison but are still monitored by staff.

I think what you're referring to is a half-way house. They are for several different classes of people, some of whom have been addicted to drugs or alcohol, and have recently completed some type of rehabilitation. Others are for folks who are mentally challenged -- let's not refer to them as 'crazy people', please. Anyway, a half-way house is just what its name implies -- it's a living situation that prepares these individuals to get back into society, rather than just release them from mental institutions or drug/alcohol rehabilitation centers and send them on their merry way. The half-way house is an intermediary type of living situation that offers support and further rehab so when these people are ready to lead productive lives on their own, they will be prepared to meet challenges and overcome obstacles that would otherwise send them back to their old, destructive habits or mental hospitals.

A halfway house is just that. When teens commit minor crimes most often they are sent to a halfway house after juvenile detention or straight there in some cases. This is to try and prevent them for falling into the same routine and crowd that may have initially helped (or maybe just didn't hinder) them from getting into trouble in the first place.

It's called a "Halfway House" and it is usually set up for people who are trying to get over an addiction or have just got out of jail. It is a place where they can live and learn how to be a productive member of the community. Kind of get them back on their feet.
