For Pooh, I think he ate too much honey and his pants just got too tight and uncomfortable- so he just said "forget it" and stopped wearing pants. If his tummy gets bigger, then his shirt just rides up- it's ok because he is supposed to be rolly polly.
As for Roo, I'm not sure. Maybe Roo is potty training and Kanga is doing the more natural approach of potty training (where parents let their toddlers run around outside, diaperless)

Just because they don't! Anyway Pooh might be mistaken for Rupert Bear if he were to wear trousers and that would never do Would it? And Roo loves Pooh so much that he wants to be just like him. And Piglet wears a babygrow... well because he is a piglet as opposed to being a pig. And the rest of the gang well quite frankly my dear they don't give a dam!

the original winnie the pooh actually wore a red waistcoat....
and christopher robin wears clothes too
its because they are TOYS!! they are christopher robin's stuffed animals and not all soft toys come fully clothed
