It's all about recycling.

If you remember, it wasn't that long ago that McDonald's used plastic foam packages for their sandwiches. The environmentalists complained for years, and eventually, McDonald's gave in.

Some plastic is recyclable, but not in that many places around the world (remember McDonald's is everywhere), so they stick with paper.

plastic bags aren't recyclable
they're less sturdy than paper
they suffocate kids
they mess with the underside of cars

its probably cheaper, and can you imagine all the plastic bags along the highway that wont biodegrate, it would be bad publicity
