The problem with this question is that it is not illegal to write code (even if it is malicious). Therefore, the actual development is not what can be targeted. The deployment into the wild (assuming a certain amount of damage is done) is what is illegal and therefore only when a attack is made can an author be held liable. Since you can not restrict personal thought, the development of this code can not be restricted (unless you want to live in Orwell's 1984. which I might add, is borderline right now). So therefore, you must take precautions on your own to protect yourself from obtaining malware. In the case of attackers, there are several precautions that can be taken including but not limited to:
encryption
Intrusion Detection System (IDS)
SSO
Honeypots
etc.
If you want to get involved with anti-malware development there are many open source projects that will be overwhelmingly excited to have you help anyway you can. It is not your duty or society's duty to "combat" them, but you can nullify their efforts by protecting yourself with up-to-date anti-adware and anti-virus programs. Try Avast, Ewido, Spybot, Ad-Aware, Spy Sweeper and HijackThis.

hi, i recommand you to use firefox. firefox is more safe than IE.
firefox is much smaller than IE, so i run faster than IE.
firefox can edit which site/popup to block and unblock.
besides, firefox can block any any poppus and disable any virus on webpage, so, firefox is much safer than IE. as you know, most of the virus is spread throught internet and webpage.
