I would like to know the importance of throttle valve in motorcycle carburetors.?

What are the desired characteristics of the bushes which support throttle valve in carburetor?

From the sound of your question, you should stay the f'uck away from motorcycles for your own good. If there're bushes in your carb, you've got big problems, kid!

You mean bushings? They keep the throttle shaft from wearing into the sides of the throttle body.
