I would define culture as, The total, generally organized way of life, including values, norms, institutions, and artifacts, that is passed on from generation to generation by learning alone. Along with the patterned behavior resulting from social interaction. Culture stems from the development and transmission of human beliefs.

Depends on what you mean. To me, it's the trappings that make people different, outside of the physical characteristics: religion, music, food and dress. One's culture is not innate, unlike your hair color or eye color. Culture is transferred by your environment. I was a communications major in college; we studied these things.
If OTOH, you mean culture as in "sophistication," well then that's the definition right there. Best.
