Because the person who knocks us over either does it with malicious intent, or pure clumsiness that can be prevented. Also, with the person, there is someone to yell at where as you can't yell at the wind.

The wind is not concerned with us personally. It blows where it will. It is, if you will have it, indifferent to us. When a person knocks us over it is either accidental (in which case an apology usually solves the problem), or deliberate, in which case the act is a calculated insult to us and that is what upsets us and makes us complain. It is very personal.

Because you can't change the wind's behavior.
At least through cussing it out...
You need to build a wall to divert the wind.

But that hasn't stopped people from
1) Cussing at the wind anyway.
2) Building walls to divert people.

We can't get back at the wind, we can't do anyting to it to avenge ourselves, so it's no use getting mad at it. On the other hand, we can do something to people.
