It does mean he likes you, and was sub-conciously seeking physical contact.

Or it could mean he likes you like a sister, and was just playing with you.

With the hug part, I would say it is the former rather than the latter.

Yes, if a guy makes intentional physical contact with a girl, he likes her. Its pretty universal.

You need to either tell him you feel the same way, or that you don't. Otherwise, he'll never get beyond that stage.
