Corporate welfare, consisting of tax breaks, exemptions, and things like farm credits, are much more money than welfare to people. I don't think you'll get very far eliminating welfare if you're going after the biggest amounts. But I do have my own preference:
Housing! We could solve employment, energy, and poverty problems with effective housing solutions.
I would make homebuilding a community function, effectively displacing most big-time builders. Geothermal exchange heaters would go into each home, and solar panels on the roofs of all dwellings, taking them off the grid.
Homeowners insurance would be assumed by the federal government, taking the profit out of it and decreasing the cost, much like social security which has a 1% overhead.
Since all homebuilding would be community-driven, lots of skills and jobs would be created for people in inner cities to tear down the ghettoes and bad areas to build sustainable housing that is not high rises. Some modular housing could be used, too.
Increasing home ownership, maintenance skills, and community building would make this a much better country without such a huge contingent of desperately poor people with no self-esteem, pride or assets.

How 'bout this. My idea is to divorce business from politics. Make any sort of contribution from a corporation to any politician, political party, or lobby group illegal. The major obstacle to this is getting such a law past the corporate owned politicians, political parties, and lobby groups. Here's the sneaky part. Organize a very large group of people with an active interest in honest government. Choose a corporation like Disney with a reputation for American Values, and get as many people as possible to buy whatever shares they can. Then use the power of corporate governance at the shareholder's meetings to force the corporation to use it's clout to push this one last corporate law through the system. It'll take a long, long time to accomplish, maybe 10 years, but I think it could work.

I would love to get a hold of some of the money that the government hides for proposes and start some type of program for the homeless. Like open up centers and decent places where they can have a chance to get back on their feet again!

Impose an income limit on CEO's. A ceiling of $300,000 a year, the rest of his $100 million in stock options would be applied to lower the cost of gasoline at the tanks.

so you would fix something you dont know much about that a small percentage take advantage and most that are on it really need it. that is probably why you dont set the policy in this country.

Not enough revenue/Poor world image - withdraw from Iraq, shrink the gargantuan Pentagon budget, withdraw troops from the 100+ countries they are in, increase aid for foreign relief. Have money for social programs. Become the America we say we are.

Racism - I would make a law stating that u must marry outside your own race until we all look the same. But I still don't know what to do with republicans.
